Bank of India goes the SBI way with 8% homeloan offer
Mumbai: Public-sector lender, Bank of India (BoI) is set to become the latest entrant in the home loan rate war, after biggies like SBI and HDFC, by offering 8% fixed rate for the first two years.
“BoI is planning to offer the 8% fixed rate for loans upto Rs30 lakh and is expected to come with an announcement by end of this month,” BoI’s executive director B.A. Prabhakar said.
“We plan to announce this scheme (8% fixed rate for two years) probably by the end of this month. This would be applicable for loans upto Rs30 lakh,” Prabhakar said.
“After the offer period, the rates will be calculated on a floating basis, based on the then benchmark prime lending rate,” Prabhakar said.
With this, BoI will be joining the club of other leading banks in the country like State Bank, ICICI Bank, Kotak IDBI Bank and homeloan financier, Housing Development Finance Corporation, who have already come with similar schemes.
This will intensify the existing competition among these players in the race to woo aspiring home buyers. A week back, IDBI Bank said it would offer 8.25% fixed rate for all its new loans till March 2012

Indian middle-order batsman Yuvraj Singh was on Tuesday ruled out of India's last two One-Day International matches against Sri Lanka Day in Pics: December 21
because of his finger injury.
"Due to the finger injury sustained earlier, Yuvraj Singh has been advised rest and therefore he will not play in the fourth and fifth ODI matches against Sri Lanka," BCCI secretary N Srinivasan said in a statement.
Yuvraj had sustained the injury during the second Twenty20 International against Sri Lanka in Mohali where the left-hander starred both with the bat and the ball to script India's series-levelling win.
The injury was serious enough to keep Yuvraj out of the first two ODIs, with Virat Kohli substituting him in the playing XI.
The Punjab batsman played his only ODI of the series on Monday, scoring 23 off 40 balls as India won the match by seven wickets to go 2-1 up in the five-match series.
Kolkata hosts the fourth India-Sri Lanka ODI on December 24, followed by the final match in Delhi on December 27.

The new rules, to be notified next week, will apply to anyone needing a visa to come to India, even those of Indian origin. Essentially, they will stop the current system where an Indian tourist visa doubled up as a business visa.
The new rules say that if you are in India on a tourist visa and have stayed for over 90 days, you need to take a two-month "time-out" before returning.
This will hit hard thousands of foreign nationals living in India on long-term tourist visas. They prefer tourist visas to avoid the cumbersome process involved in securing a visa that can give them the right to residency.
There is another category which will be affected by the change in visa regime -- foreigners who arrive in India on tourist visas and use the country as the base for travel to nearby nations.
The change, prompted by the discovery of how Headley moved in and out of the country while plotting terror strikes against India, has caught many foreign tourists unawares, provoking howls of protest. The MEA too has asked the home ministry to reconsider these provisions, which are seen as drastic by many.
Headley was in India on a multiple-entry long-term visa when he charted out terror targets for Laskhar-e-Toiba. The videos prepared by him during his reccee of Mumbai were used by Lashkar terrorists in the 26/11 attack.
The protests have already led the home ministry to introduce a "rider" to make things easier, but this has not abated calls for a review of the decision.
British business secretary Lord Peter Mandelson, who is in India, met home minister P Chidambaram to request that the government rethink the visa policy. He said it would hurt British tourists who make India a base while travelling in the region.
The British High Commission confirmed to TOI that a letter had been sent to the Indian government over the last two days, asking for a review of the proposed visa guidelines.
Officials later indicated they would be "flexible" if, at the time of applying for a visa, the applicant tells the Indian visa officer that he will also be travelling to other countries in the region, using India as a hub. The visa will reflect the itinerary of the tourist, affording him more flexibility.
But it will entail, just like in any other country with multiple-entry visa norms, considerable paperwork. Here too, the discretion will lie with the visa officer concerned, which is always ground for irregularities.
Some government departments have questioned whether there is enough manpower to deal with the increased paperwork.
The issue represents the tussle between competing objectives of effective counter-terrorism and boosting tourism. While government feels that easier visa norms make it possible for terrorists like Headley and, early on, the founder of Jaish-e-Mohammad Maulana Masood Azhar, to seek to target India, a tighter visa regime is fraught with the risk of putting off tourists.
Business visa norms have already been tightened after the government decided to clamp down on their misuse to bring in Chinese workers. Now, these workers will be required to take employment visas.
For Pakistan origin people from third countries, coming to India now will become a story of long waits because their visas will have to be processed by the home ministry in Delhi, which is not known for its efficiency or fast pace. This means Indian families with kin in Pakistan or other countries will find it difficult to have family events without going through interminable waits at the visa offices.
This would apply to people with third country passports but who have a Pakistani parent or even grandparent.

New Delhi: A statement to diffuse the situation in the wake of announcement of a separate Telangana is likely to be issued by the government on Wednesday. An indication to this effect was available after a meeting of Union Ministers Pranab Mukherjee, P Chidambaram, A K Antony, M Veerappa Moily and political secretary to Congress president Ahmed Patel.

Later, some of these ministers had a meeting with Congress president Sonia Gandhi. Congress MPs from Coastal Andhra and Rayalaseema are pressing the leadership that the government should come out with a statement making it clear that formation of separate Telangana could be possible only after the Andhra Pradesh Assembly passes a resolution. The MPs wrote letters to Prime Minister Manmohan Singh and Sonia Gandhi yesterday in which they are understood to have said that any "dilution" of stand on the separate Telangana state will have "serious repercussions".

"Distortions in indirect tax system will be fully removed and addressed after the GST is put in place... burden on tax payers will be reduced by at least between 25-30 per cent and the new system will ensure complete transparency to ensure smooth tax compliance," Revenue Secretary PV Bhide said. Speaking at a function of industry body Assocham, he also said the draft legislation on GST has been referred to legal experts and would be finalised shortly to enable the government achieve target of implementation of goods and service tax. The government has planned to introduce GST from April 1, 2010. The new tax regime will replace excise duty and service tax at the central level and value added tax at the state level, besides the cess, surcharges and local taxes being levied on good and services However, there are apprehensions about the GST implementation from the next fiscal. A task force of the 13th Finance Commission had suggested postponing the GST implementation by six months to October 1, 2010. Also, speaking on the occasion, Central Board of Excise and Customs Special Secretary and Member S Dutt Mazumdar, clarified that it has been almost decided that the purchase taxes would be subsumed in the GST. However, subsuming natural gas into GST is still subject to discussions between authorities concerned. Replacing electricity duty, levy of sugar and textile by GST is still not decided, he added. Bhide further said the indirect tax collections may fall short of the target by around Rs 22,000 crore this year on account of poor realisation of customs and excise duties. The government has made it clear that indirect tax collection target of Rs 2.7 lakh crore for the current fiscal would not be met as revenue realisation is low. The government had collected around Rs 2.81 lakh crore as indirect taxes in 2008-09. Finance Secretary Ashok Chawla yesterday said, "it is very unlikely that estimates on indirect tax will be met, but on the direct taxes front, we are maintaining that it will bemore than met." Indirect tax collection in the first seven months of the fiscal shrunk by over 21 per cent to Rs 1.26 lakh crore compared to Rs 1.61 lakh crore in the same period last year owing to the economic slowdown and subsequent stimulus measures to spur growth. According to Budget estimates, the government aims to earn Rs 6.4 lakh crore from both direct and indirect taxes during the current fiscal.

Mumbai: Lone surviving Pakistani gunman Ajmal Kasab Wednesday denied having entered Mumbai through the sea route and stuck to his earlier claim that he had come to the city 20 days before the 26/11 attacks. Kasab told the Special Court, which is recording his final statement on prosecution evidence, that he had not undergone any training at the Lashkar-e-Toiba (LeT) camp in Pakistan and that his confessional statement before a magistrate is wrong.

Jammu: Taking a tough stance over continued firing, ceasefire violations and infiltration bids from across the International Border, Border Security Force Wednesday warned Pakistan Rangers of "counter-action". BSF also lodged a strong protest over the fifth incident of firing and infiltration bid on International Border at Samba district of Jammu and Kashmir. "A flag meeting was held with Pakistani rangers in Ramgarh forward belt along IB today in connection with yesterday's cross-border firing and infiltration bid. We registered a strong protest with them," Deputy Inspector General BSF Frontier Jammu, G S Sagwan said.

A commandant level meeting was held at Ramgarh forward Border Out Post (BOP) for an hour today. "We have told them there would always be a counter-action and counter-firing, if such incidents recur in future," he said. Blaming Pakistani Rangers for supporting infiltration bid, he said, "BSF officers have told their counterparts to stop infiltration bids and cross-border firing, if they want us not to open firing in such a situation." The BSF DIG further said that Pakistani side showed their ignorance to the incidents and denied their involvement as they have doing it in the past. "But we have made it clear to them, if such incidents are repeated, we will be forced to open fire and take counter-measures," he said.

New Delhi: In view of the threat of terrorist attacks within the country, Union Home Minister P Chidambaram on Wednesday recommended radical changes in the security apparatus of the country to boost India’s terror response. Delivering Intelligence Bureau Centenary Endowment Lecture, Chidambaram said, “Twelve to thirteen terror attacks neutralised in 2009 which could have been like Mumbai or Delhi attacks. Sooner than you think, there might be another crisis like the hijack of IC-814 and we need to restructure the security apparatus to avert such tragedies.” Stressing that such violence is mostly hurting civilians, the Home Minister proposed the formation of National Counter Terrorism Centre (NCTC) by the end of 2010 and suggested sweeping powers for it to be the nodal agency tackling terror in India. "Such an organisation does not exist today and it has to be created from the scratch. I am told that the United States was able to do it within 36 months of September 11, 2001. India cannot afford to wait for 36 months. India must decide now to go forward and India must succeed in setting up the NCTC by the end of 2010," he said. Giving details of the proposed NCTC, Chidambaram said, “NCTC should be setup under Home Ministry with a sweeping mandate with power to respond to all sorts of terror attacks.”

Outlining the new structure of the security apparatus, Chidambaram said, “All intelligence agencies viz. NIA, NTRO and NSG should come under NCTC.” The NSG, he pointed, did not respond as swiftly as it should have. Stressing that the restructuring is must for swift response to the terror attacks, Home Minister recommended that, “NCTC head will be responsible for all security and he should be someone with impeccable credentials.” "While the nature of the response to different kinds of terror would indeed be different and nuanced, NCTC's mandate should be to respond to violence unleashed by any group – be it an insurgent group in the North East or the CPI (Maoist) in the heartland of India or any group of religious fanatics anywhere in India acting on their own or in concert with terrorists outside India.. "NCTC would, therefore, have to perform functions relating to intelligence, investigation and operations....But I am clear in my mind that, without 'operations', NCTC and the security architecture that is needed will be incomplete. It is the proposed 'operations' wing of the NCTC that will give an edge– now absent– to our plans to counter terrorism," he said. He also said India needed more foot soldiers to fight terror as the response during 26/11 was inadequate. “We need to recruit 400,000 policemen. They all need to be well trained and equipped. Its better to have no policeman rather than having a bad one.”
